In the event of the disqualification of the judge and alternate judge in a particular case, or his absence or inability to act, the mayor may appoint one person, possessing the qualifications required by this chapter for the judge, who shall preside as acting judge of the court in the place of the judge or alternate judge during his absence or inability to act or in a case wherein the judge or alternate judge is disqualified.
