Any person, whether owner, agent or occupant, who shall fail or refuse to correctly number any house owned, occupied or controlled by the person within twenty (20) days from the date of notice from the City Clerk to do so, or shall fail or refuse to number any house which has been moved from one lot to another or who shall number any house otherwise than in conformity with this chapter, who shall destroy or remove the house number of another, or who shall obliterate, conceal or obscure any house number by paint or other means shall be deemed guilty of an offense.
