No person shall operate a motorized bicycle within the City unless such motorized bicycle is registered and tagged as provided herein. However, the Mayor is authorized and directed to enter into reciprocal agreements between the City and any other municipality, which agreements shall provide that, in consideration of a like exemption to motorized bicycles registered in this City, where the owner of any motorized bicycle has complied with the provisions of law in regard to the registration of such motorized bicycle in the municipality of his or her residence, and where such provisions of law are substantially equivalent to the provisions of this chapter, then such motorized bicycle may be operated in this City without the payment of any license fee or without registration. However, all motorized bicycles operated within the City must comply with the other provisions of this chapter which pertain to the operation of motorized bicycles.
