There is adopted for the purpose of establishing the minimum regulations governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures, the most current edition of the International Property Maintenance Code, as amended from time to time.
The International Property Maintenance Code shall be in full force and effect within the City and shall apply to all existing residential and nonresidential structures and all existing premises, structures, equipment, and facilities for light, ventilation, space, heating, sanitation, protection from the elements, life safety, safety from fire and other hazards, and for safe and sanitary maintenance, the responsibility of owners, operators and occupants; the occupancy of existing structures and premises, and for administration, enforcement and penalties except for specific exceptions noted in the Euclid Building and Housing Code Chapter Seventeen.
The International Property Maintenance Code shall supersede and govern any order, standard, rule or regulation of the Euclid Building and Housing Code Chapter 17, in all cases where any such order, standard rule or regulation is in conflict except in areas that Euclid Building and Housing Code Chapter 17 is more strict. The stricter standard shall control.
