311.03 PLAY STREETS.
   Whenever authorized signs are erected indicating any street or part thereof is a play street, no person shall drive a vehicle upon any such street or portion thereof, except drivers of vehicles having business or whose residences are within such closed area, and then such drivers shall exercise the greatest care in driving upon any such street or portion thereof.

311.04 TOY VEHICLES, SKATEBOARDS, ETC., ON STREETS.
   No person on roller skates or a skateboard, or riding in or by means of any sled, toy vehicle or similar device, shall go upon any roadway except while crossing a street on a crosswalk and except on streets set aside as play streets.

311.05 FREEWAY USE PROHIBITED BY PEDESTRIANS, BICYCLES AND ANIMALS.
   (a)   No person, unless otherwise directed by a police officer, shall, as a pedestrian, occupy any space within the limits of the right-of-way of a freeway, except: in a rest area; on a facility that is separated from the roadway and shoulders of the freeway and is designed and appropriately marked for pedestrian use; in the performance of public works or official duties; as a result of an emergency caused by an accident or breakdown of a motor vehicle; or to obtain assistance.
   (b)   No person, unless otherwise directed by a police officer, shall occupy any space within the limits of the right-of-way of a freeway, with an animal-drawn vehicle, a ridden or led animal, herded animals, a pushcart, a bicycle, except on a facility that is separated from the roadway and shoulders of the freeway and is designed and appropriately marked for bicycle use, a bicycle with motor attached, a motor-driven cycle with a motor which produces not to exceed five brake horsepower, an agricultural tractor, or farm machinery, except in the performance of public works or official duties.

311.06 PARADES AND ASSEMBLAGES.
   (a)   No person, group of persons or organization shall conduct or participate in any parade, procession or assemblage upon any street or highway, or block off any street or highway area, without first obtaining a permit from the Mayor or Chief of Police.
   (b)   Applications for such permits shall be made on such forms as may be prescribed and shall contain such information as is reasonably necessary to a fair determination of whether a permit should be issued. Applications shall be filed not less than five days before the time intended for such parade, procession or assemblage.
   (c)   The permit may be refused or canceled if:
      (1)   The time, place, size or conduct of the parade, including the assembly areas and route of march, would unreasonably interfere with the public convenience and safe use of the streets and highways.
      (2)   The parade would require the diversion of so great a number of police officers to properly police the line of movement, assembly area and areas contiguous thereto as to deny normal police protection to the Municipality.
      (3)   The parade route of march or assembly areas would unreasonably interfere with the movement of police vehicles, fire-fighting equipment or ambulance service to other areas of the Municipality.
      (4)   The parade would unreasonably interfere with another parade for which a permit has been issued.
      (5)   The information contained in the application is found to be false, misleading or incomplete in any material detail.
      (6)   An emergency such as a fire or storm would prevent the proper conduct of the parade.
      (7)   The applicant is not a bona fide City resident, organization or business headquartered in the City.
   (d)   The permit, or any order accompanying it, may limit or prescribe reasonable conditions, including the hours, the places of assembly and of dispersal, the route of march or travel and the streets, highways or portions thereof which may be used or occupied.

311.07 GAMES ON STREETS.
   No person shall fly a kite or play any game of ball or other game on any street unless the street has been set aside for playground purposes.
