1747.06 RESTRICTIONS.
   (a)   If high-pressure boilers are used for cleaning or other purposes, they shall conform to the Ohio Revised Code and be operated in a safe and approved manner.
   (b)   All such operations shall be shielded by tarpaulin or other screening so as to prevent vapor, water, dust and debris from causing a nuisance by falling on pedestrians, vehicles, public thoroughfares and adjoining property.
   (c)   No such operation shall be conducted during a rain or snowfall or when wind speeds exceed fifteen miles per hour or when conditions are otherwise determined to be unsafe for such process by the Department of Health of the City.
   (d)   Ground tarping shall be used to at least thirty feet from the work surface being stripped or cleaned, or to the property line of less than thirty feet and on adjacent sides, to collect as much of the residue as possible to prevent it from falling upon the ground.
   (e)   All vents, windows and other areas through which air might enter the premises upon which the work is being conducted shall be covered to prevent infiltration.
   (f)   No such activity shall be permitted under any permit issued in accordance with this chapter which violates Sections 545.10 et seq. of the General Offenses Code.
   (g)   After the completion of the work to be performed under the permit, the contractor shall be required to thoroughly clean up all residue from the permit premises and adjacent property, public rights of way or thoroughfares. In addition, the contractor shall ensure that no such work is performed in such a manner as to cause or create a public nuisance and shall further ensure that the clean-up of the work area is in such a manner as not to cause or create a public nuisance. The contractor/permittee shall be required to notify the Commissioner of Buildings of the completion of work and be prepared to respond immediately to any findings of the Commissioner with regard thereto.
   (h)   The contractor shall test for the presence of lead in any paint to be removed. If lead is present in said paint and said paint is to be removed by sand blasting, the Commissioner and three homeowners on each side of the home and three homeowners directly across the street and directly behind the home shall be informed in writing by the contractor of the date and time of the sand blasting regardless of the amount of lead present. In lieu of testing, the contractor may notify all the individuals named above of the date and time of the sand blasting and said notices shall clearly state that there is a potential for lead paint being present.
