The Service Director is hereby authorized and empowered to enter into agreements with persons, firms or corporations, including municipal corporations, for the disposal of waste products, rubbish, refuse or garbage in the Municipal incinerator, when he or she determines to extend credit as provided in Section 943.02, such agreement to be subject to such conditions, terms or provisions as may be approved by the Director of Law.
The Service Director is hereby authorized to extend credit for charges due the City to persons, firms and corporations, including municipal corporations, who or which deliver burnable material for disposal in the Municipal incinerator, provided he or she shall first find that such person, firm or corporation is worthy of credit and that such credit shall not extend beyond thirty days.
(a) In the operation of the Municipal incinerator, the Service Director is authorized and empowered to make rules and regulations governing the delivery and acceptance of burnable material, such rules and regulations to be intended for the safe operation of the incinerator, the protection and safety of City employees and Municipal property, the orderly maintenance of such incinerator, and the governing of the kind or quantity of materials for disposal in such incinerator.
(b) No person shall violate any such rule or regulation.
For those persons, firms, organizations, private corporations or municipal corporations using the facilities of the Municipal incinerator located on Lakeland Boulevard, other than collections made by City employees, charges shall be as determined by Council.

Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days, or both, for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
