(A) The Utility Department of the city is hereby designated as the agent of the city to bill and collect the fees for collection and removal of refuse (garbage) within the city. The fees so collected shall be delivered monthly to the city’s General Fund. Full complete records of all transactions in connection with billing and collection of refuse fees shall be maintained by the City Utility Department.
(B) An administrative fee of $0.10 per paid bill will be retained by the Utility Department for its services.
