§ 52.50 WATER TURNED ON BY CUSTOMER.
   If the Department discontinues water service for non-payment of bill, or for any other reason, and the water is turned on without authority of the Department, the Department shall have the right to discontinue service, remove the meter and charge a fee of actual cost for reinstalling or reconnecting the meter. The Department will not be required to again furnish service until all charges against the customer or owner, as the case may be, have been fully paid.
