§ 50.10 FEE RESPONSIBILITY.
   The owner of the premises on which a residential unit or commercial/industrial establishment is located, and head of such unit or owner of such establishment at the time of refuse and trash service is rendered thereto, shall be liable for the refuse fees payable for service to such unit or commercial/industrial establishment. Unpaid refuse service to such customers shall constitute a lien on the premises and may be collected by the city in the same manner as is provided by law for the collection of delinquent taxes. The City Utility Department may elect to terminate water services to that unit for a period of not more than 30 days should the fees be unpaid for a period of 60 days or more. The City Manager will be advised of any bills unpaid over 60 days at that time.

§ 50.11 EXEMPTED REFUSE/GARBAGE FEES.
   Due to this mandatory fee, those customers that will experience extreme hardship may be exempt from all or a part of the total required fee. The City Manager will be the sole authority for any exemptions based upon evidence of such hardship.

§ 50.12 BILLING PROCESS.
   (A)   When a dwelling unit, commercial or industrial establishment is billed by the Utility Department for the city for utility services, collection fees for refuse/garbage collection shall be incorporated by the City Utility Department into the monthly bill for water and sewer service.
   (B)   In the event there may be premises in the city containing a residential dwelling unit, commercial or industrial unit or units and receiving neither water or sewer service, the bill for refuse/garbage and trash shall be mailed or hand-carried to the owner or occupant of such premises.

§ 50.13 SCREENING OF DUMPSTERS.
   (A)   Dumpsters within the city for new development after the adoption of this section shall have an enclosure around them which shall be maintained by the property owner and be kept free of overflowing refuse at all times, except at a scheduled pick-up date. Dumpsters shall be placed on a floor of impervious material and screened on all sides.
   (B)   Screening material may be any combination of evergreen plantings, wood, composite or masonry material.
   (C)   The screen shall incorporate access to the dumpster by using a wood fence or other opaque device to serve as a gate.
   (D)   Screening shall be a minimum of six feet high.
