§ 50.10 FEE RESPONSIBILITY.
   The owner of the premises on which a residential unit or commercial/industrial establishment is located, and head of such unit or owner of such establishment at the time of refuse and trash service is rendered thereto, shall be liable for the refuse fees payable for service to such unit or commercial/industrial establishment. Unpaid refuse service to such customers shall constitute a lien on the premises and may be collected by the city in the same manner as is provided by law for the collection of delinquent taxes. The City Utility Department may elect to terminate water services to that unit for a period of not more than 30 days should the fees be unpaid for a period of 60 days or more. The City Manager will be advised of any bills unpaid over 60 days at that time.
