The executive authority of the city is authorized to issue executive orders which temporarily:
(A) Suspends the operation of any city motor vehicle or pedestrian street usage ordinance, in regard to certain specific streets, or portions thereof;
(B) Regulates the motor vehicle and pedestrian usage of certain specific streets in the city, or portions thereof; or
(C) Closes certain specific streets in the city, or portions thereof, to motor vehicle and pedestrian usage due to temporary special events involving unusually high volumes of motor vehicle and pedestrian traffic; or, for the repair, maintenance and reconstruction of certain streets.
