The scholarship established in § 34.01 is hereby limited to residents of the city, who:
(A) Are citizens of the United States;
(B) Are current year graduates of an accredited high school or home school in Northern Kentucky, with a cumulative grade point average of no less than 2.0;
(C) Are drug free and have not been convicted of any criminal offense involving drugs, weapons or violence;
(D) Have actively participated in at least one activity of community service during the 12-month period immediately preceding the application, which has been sponsored or supervised by an organization of adults;
(E) Have some documentation of acceptance by or admission to an accredited post-secondary educational institution for the next fall semester thereof (Kentucky institutions are preferred over institutions outside Kentucky); and
(F) Complete a written application for the scholarship on a form provided by the city; and submit it through the school from which the applicant is graduating to the city, no later than 4:30 p.m. on the second Friday of the month of March preceding the award of scholarship, along with:
(1) An essay about the need or merit of the application for the scholarship, with a minimum of 250 words and a maximum of 500 words;
(2) A letter of recommendation from an administrator or teacher of the school from which the applicant is graduating; and
(3) A list of all of the activities of community service in which the applicant has been voluntarily involved, without any monetary compensation, during the 12-month period immediately preceding the application, with either documentation of an award or a letter of recommendation from an adult sponsor or supervisor for at least one of the activities of community service.
