During the month of May in each calendar year beginning in 2020, the city shall award one scholarship of $2,500, to be paid to an accredited post secondary educational institution on behalf of an eligible applicant therefore, at such times and in such amounts that are determined by the city, but no later than one year after the award. The executive branch of the city shall promulgate rules and procedures for the administration of the scholarship and appointment of judges.
