The improvements specified in Sections 1250.01 through 1250.07 shall be designed and built in accordance with the sizes and capacities called for in the City's Official Thoroughfare Plan, the Sanitary Sewer Collection System General Plan Concept, the Waterworks General Plan Concept and the Storm Drainage Master Plan.
Whenever public improvements required in this chapter are installed to such a size which is required for the benefit of property owners in addition to the subdivider, the City may enter into agreements with the subdivider to require reimbursement of the extra costs thereof to the subdivider by the benefited property owners when such improvements are utilized by such property owners.
