Streets shall be completed in accordance with the plans and profiles prepared for the subdivider by a registered professional engineer and approved by the City Engineer to meet such standards for design and construction as Council may adopt. Street improvements shall be carried out under City supervision within the time fixed or agreed upon by the City Engineer. All inspection costs shall be paid for by the subdivider.
Before proceeding with any construction on streets or other public ways, the subdivider shall erect signs warning the public, as follows: "Streets Under Construction - Travel at Your Own Risk. " The subdivider shall, in addition, erect and maintain barricades, signs and lighted warning lights at all necessary times and places during such construction in accordance with the Ohio Manual of Uniform Traffic Control Devices.
All streets shall be graded to their full width, including side slopes. The street subgrade shall be properly rolled, shaped and compacted, subject to the approval of the City Engineer, and the subgrade shall be free of objectionable materials, such as sod, vegetative or organic matter, soft clay, etc.
Discretion in the use of street base courses shall be based upon recommendations by the City Engineer, but shall be limited to aggregate, bituminous aggregate, asphaltic concrete, waterbound macadam, Portland cement concrete or an equally suitable base course.
Required specifications regarding both street base and street surface course, pavement width and sidewalk preparation and materials are available from the City Engineer and may be cited in such standards for design and construction as Council may adopt.
