Sec. 4-47. Other Restrictions On Delivery, Sale, Transportation Or Consumption 1 :
(a)   It shall be unlawful to sell, dispense or drink any cereal malt beverage within or upon any public sidewalk, street, right of way, avenue, alley, parking facility or other public thoroughfare or within any vehicle upon any such place.
(b)   It shall be unlawful to deliver or sell any cereal malt beverage from any drive-up or walk-up window.
(c)   All sales and deliveries of cereal malt beverages by a licensee or his employees shall be made only within the licensed premises.
(d)   No person shall sell or furnish cereal malt beverage at retail to any person on credit; on a passbook; on order on a store; in exchange for any goods, wares, or merchandise; or in payment of any services rendered. If any person extends credit for such purpose, the debt attempted to be created shall not be recoverable at law and, in addition, such persons shall be subject to the penalties provided in this article.
(e)   It shall be unlawful to possess, sell, dispense, drink, or consume cereal malt beverages within the civic auditorium building or its surrounding grounds located between Fifth and Sixth Avenues and between Market and Mechanic Streets in the city. Provided, however, this prohibition shall not apply to any portion of the civic auditorium building utilized pursuant to a written agreement with the city of Emporia which agreement authorizes the possession or consumption of cereal malt beverages.
(f)   It shall be unlawful for any person to possess or have in his possession or under his control in or upon any public street, alley, sidewalk, right of way, avenue, parking facility or thoroughfare (other than in public parks) within the city any cereal malt beverages unless such beverage is in the original unopened package or container, the seal of which has not been broken and from which the original cap, cork or other means of closure has not been removed.
(g)   It shall be unlawful for any licensee to receive or store cereal malt beverages at any place other than the licensee's place of business.
(h)   It shall be unlawful for any person to possess, sell, dispense, drink, or consume cereal malt beverages upon any property owned or leased by a unified school district or on property occupied by the Emporia recreation commission or its surrounding grounds located between State and Congress Streets and between Fourth Avenue and the AT&SF Railroad tracks.
