All payments from customers shall be made to the city on or before the tenth of the month for garbage collected during the current month. Charges remaining due and unpaid after the tenth of the month shall be deemed delinquent and shall be subject to a 10% penalty. If any bill for garbage collection, for water service and/or for sewer service, or any of them, or any part thereof, including penalty, shall remain unpaid after the 20th day of the month in which the bills are mailed, the city shall discontinue garbage collection, water and sewer services to the premises; and the same shall not be restored until payment in full of all said charges together with the charge for reconnecting any of said services. If the 20th day of the month shall be a Sunday or a legal holiday, payment shall be deemed to have been made prior to the service cut-off date if made on the next succeeding secular day which is not a legal holiday.
