All owners of improved real estate and the operators of businesses within the city limits of the City of Eminence, shall utilize the garbage pickup and disposal services of Rumpke, which was granted a franchise by the City of Eminence and shall pay a fee for such services. Industrial customers may opt to contract separately for disposition of waste which requires disposal other than that utilized for household and commercial garbage.
