(A) The cargo area of all vehicles used for collection or transportation of garbage or trash within the city shall be covered while being used for collection or transportation of garbage or trash within the city in such a manner as to prevent the garbage or trash therein from coming into view of pedestrians or operators of other vehicles and in such a manner as to prevent spillage therefrom.
(B) No person, firm, corporation, or partnership operating a vehicle in the collection of garbage or trash within the city limits shall allow any of said trash or garbage, whether solid or liquid to fall, drip, leak, blow, or in any way be removed from the interior of said vehicle onto any area within the city limits without being immediately and completely cleaned up or replaced into said vehicle.
