No vehicle (other than a vehicle specifically designed for containing garbage and trash and equipped with a power garbage masher) used for the collection of garbage or trash within the city limits shall be in excess of 11 feet in height, nor shall any garbage or trash contained by such a vehicle extend above or protrude above the top of such vehicle. This measurement shall be made from ground level vertically to the highest part of said vehicle.
