165.095   EMPLOYEES HOSPITALIZATION PLAN COMMITTEE.
   An Employees Hospitalization Committee is hereby established.
   (a)   Appointment.
      (1)   The Committee shall be composed of the following members:
         A.   A member and an alternate from each collective bargaining unit (currently, AFSCME, EPPA, IAFF, FOP, OBPA) of the City, which appointments shall be made in writing by the respective bargaining unit and provided to the Safety Service Director by January 31 of each year; and
         B.   The City Law Director, or his/her designee; and
         C.   The Safety Service Director, or his/her designee; and
         D.   The Administrative Judge of the Municipal Court, or his/her designee.
      (2)   With respect to the members appointed by the bargaining units, the terms of such members shall be for a one year period unless such member shall resign by providing written notice to the Secretary of the Committee, in which case the bargaining unit that originally appointed that member shall, prior to the next regularly scheduled quarterly meeting, provide written notice of a replacement member to serve out the remainder of the unexpired term.
   (b)   Organization and Rules. The Committee shall organize annually at the first quarterly meeting and elect a Chairperson and Vice-chairperson from its membership, and a Secretary who need not be a member of the Committee. The Committee shall adopt such procedural rules as may be necessary to carry into effect the provisions of, and to exercise the powers and jurisdiction conferred upon it by, this section.
      (1)   The Chairperson shall preside at all meetings of the Committee. He or she shall decide on all points of order and procedure unless otherwise directed by a majority of the Committee. The Chairperson's signature shall be the official signature of the Committee and shall appear on all decisions as directed by the Committee.
      (2)   The Vice-chairperson shall serve in the absence of the Chairperson and shall have all the powers of the Chairperson during his or her absence, disability or disqualification.
      (3)   The Secretary shall keep minutes of all meetings and shall be responsible for all official correspondence of the Committee.
      (4)   The City's Risk Manager shall be an ex-officio member of the Committee.
   (c)   Meetings. Meetings of the Board shall be held quarterly, not later than the fifteenth day of the following months: February, May, August, November. Special meetings shall be at the call of the Chairperson and at such other times as the Committee may determine. All meetings shall be open to the members.
   (d)   Voting. All actions of the Committee shall be taken by resolution, the vote of each member being recorded. Five members of the Committee shall constitute a quorum to do business. A majority of the members present and casting ballots shall be required to take any action.
   (e)   Minutes and Records. The Secretary of the Committee shall keep minutes of its proceedings, showing the vote of each member upon each question, or, if a member and that member's designee or alternate are absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be certified correct and filed in the City Hall and shall be a public record.
   (f)   Functions, Powers and Duties. The Committee shall have the following functions, powers and duties:
      (1)   To provide a forum for discussing the City's current health insurance program.
      (2)   To evaluate new health insurance programs.
      (3)   To make recommendations to City Council and/or City Administration for implementation and/or revisions in health insurance.
      (4)   To serve as an advisory committee to provide information to the employee groups regarding current and/or changes in the health insurance programs.
      (5)   To assist in the planning and development of the annual Employee Health Fair.
      (6)   To exercise any other duties that Council may from time to time provide by ordinance.
