An alternative consumption calculation is hereby established for residential account holders of the Elyria Sanitary Sewer System who are served by a water system other than the Elyria Municipal Water Supply System (EMWSS) and who do not have a private (sanitary deduct) meter. The alternative consumption calculation shall be applied for the months of consumption May through October (read dates June through November), and shall be determined by multiplying the rate as defined in this chapter by the lesser of the following:
(a) The amount that is the actual consumption for the customer for the month being billed, or
(b) Whichever of the following is applicable:
(1) A fraction, the numerator of which is the aggregate consumption for the account from the previous November through April consumption (December through May read dates), and the denominator of which is six; or
(2) If the account holder has not then established an account history consisting of the six months described in the preceding section, then 500 cubic feet (CF).
