1125.106 USE, CONDITIONAL.
   "Conditional use" means a use which is permitted in a district only if such use is expressly authorized by the Planning Commission, the Board of Zoning Appeals, and/or City Council.

1125.107 USE, PRINCIPALLY PERMITTED.
   "Principally permitted use" means a use which is permitted outright in a district.

1125.108 VARIANCE.
   "Variance" means a modification of the strict terms of the relevant regulations where such modification will not be contrary to the public health, safety, or welfare and where, owing to conditions peculiar to the property and not the result of the action of the applicant, a literal enforcement of such regulations would result in unnecessary and undue hardship.

1125.109 VEHICLE.
   "Vehicle" means every device, including a motorized bicycle, in, upon, or by which any person or property may be transported or drawn upon a street or highway, except motorized wheelchairs and devices other than bicycles moved by human power.

1125.110 VETERINARIAN OFFICE/ANIMAL HOSPITAL.
   "Veterinarian office/animal hospital" means a building used for the medical treatment, housing or boarding of domestic animals such as dogs, cats, rabbits and birds by a veterinarian.

   "Vibration" means the periodic displacement or oscillations per minute of a vibration.
