Alleys in subdivisions shall be subject to the following:
(a) When Required. Alleys shall be provided in multi-family dwelling, commercial and industrial districts, except where other definite and assured provision is made for service access, such as off-street loading, unloading and parking, consistent with and adequate for the uses proposed.
(b) When Prohibited. Alleys shall be prohibited in one and two-family districts, except where it is desirable to continue an existing alley to the nearest intersection or where the lots face a street and provision has not or cannot be made for limited access on such street.
(c) Width. The minimum width of an alley shall be thirty feet.
(d) Intersections and Corners. Alley intersections and/or sharp changes in the alignment of alleys shall be avoided where possible. However, should the intersection of alleys be unavoidable, the radius of all corners at that intersection shall be sufficiently designed to provide for safe and efficient vehicular movement.
