The following procedure is hereby established for users of any class to be heard regarding the reasonableness of the charges levied upon them:
(a) Disputes and/or claims concerning the amount of billing shall be filed with the Division of Utilities, in writing, within twenty-five days of the billing date. The user shall be entitled to a hearing before an officer of the Division, as designated by the Safety-Service Director, within fifteen days of the date of filing a dispute notice.
(b) A user may appeal to the Water Pollution Control Board the matter of assignment to a user class, the determination of extra strength surcharges and adjustments due to meter accuracy findings. All other matters related to billing must be appealed to the Director.
(c) The decisions of the Division, the Board and/or the Director shall be reported to the user, in writing, with a statement of reasons on which the decision is based.
