Any septic tank wastes discharged to the system by a hauler shall be subject to a dumping fee determined as follows:
(a) The strength of the waste shall be established.
(b) The equivalent normal strength sewage flow volume shall be computed based on suspended solids.
(c) The hauler's dumping fee shall be the amount determined by following the same procedures used for a significant industrial user, except that the industrial monitoring charges shall be omitted and the cost of strength tests shall be added.
