No specific administrative charge shall be included on sewer use bills. All administrative charges for the sewer related costs of billing and collection, data processing, administration, City insurance and engineering shall be distributed to all users of the system in proportion to their respective billed flow volume, as part of the base unit rate for normal strength sewage.
