It is hereby determined and declared to be necessary to the protection of the health, safety, welfare and convenience of the City to levy and collect charges upon all premises served by having connections with the City sewerage system. Therefore, this chapter which establishes charges for the discharge of waste to the system and for the treatment of such sewage is hereby adopted.
