(a) The extension of an existing lateral or the reconnection of an existing lateral to serve a new structure shall be considered a new service and shall make a new structure subject to the sanitary sewer connection permit requirements stated in this chapter.
(b) New structures constructed at locations where the prior existing structure was subject to sanitary sewer user fees, and where the owner of such prior existing structure was paying such fees, for a period of twelve or more months prior to the demolition of the prior existing structure, and where the new construction is started within twelve months of the demolition of the prior existing structure, shall receive credit for the sanitary sewer connection fees as provided by this chapter equivalent to the usage and square footage of the demolished structure.
