The Safety-Service Director shall provide license tags together with registration cards, which tags and cards shall have numbers stamped thereupon in numerical order, beginning with number one. Such tags shall be suitable for attachment upon the frame of bicycles, and it shall be the duty of the Director or his representative, to issue to each owner one tag which shall be attached by such owner to the frame of the bicycle, and to issue a corresponding registration card to the owner, upon payment of the license fee. The Director shall also keep a record of such registration and give a copy thereof to the Chief of Police.

It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer to the Safety-Service Director or his authorized representative, and if such person has had his bicycle licensed and registered he shall also return to the Director the registration card and license tag and furnish the Director with the name and address of the person to whom the bicycle was sold or transferred, and such report shall be made by the person selling or transferring within five days of the date of the sale or transfer.
It shall be the duty of the purchaser or transferee of such bicycle to apply immediately for a registration card and license tag.

No person shall willfully or maliciously remove, destroy, mutilate or alter the number on any bicycle frame, and no person shall remove, destroy, mutilate or alter any license tag or registration card during the time in which such license tag or registration card is operative.
However, if any bicycle does not have a serial number stamped on the frame or if such number is illegible, then the Safety-Service Director shall stamp an identification number on the frame of the bicycle.
