Parking shall be permitted between the sidewalk and the roadway in the City where such strip has been improved by paving with concrete and when permission for such paving has been secured from a committee composed of the Director of Safety-Service, City Engineer and Chief of Police, which shall be known as the Curb Lawn Parking Committee.
Where such strip has heretofore been improved, such Committee shall have power to approve such paving and to grant permits therefor.
