There is hereby established a transient lodging tax, effective thirty days after the effective date of this chapter, or within thirty days after commencing business by the proprietor, whichever is later, to provide funds for the purposes of general Municipal operation, maintenance, new equipment, extension and enlargement of Municipal services and facilities and capital improvements of the City.
