165.02  CONFLICT OF LAWS.
   (a)   If any section of this chapter varies or is in conflict with any portion of a collective bargaining agreement which has been adopted by the City by ordinance or resolution, the portion of such agreement shall control.
   (b)   Any employee who is a member of a collective bargaining unit, whose employment contract has either expired or who engaged in any work stoppage, shall he paid only his or her base salary or base rate for actual hours worked, as established by ordinance, with no other benefits, except those as are otherwise provided for by state law.
