137.03 DIVISION TO BE MAINTAINED UNDER CIVIL SERVICE.
   The Fire Division shall be maintained under the civil service system and appointments to positions in the Fire Division, and promotions therein shall be made in the manner provided by law.

137.04 SALARIES PAID FOR SERVICE IN ACCORDANCE WITH RULES.
   The salaries of the officers and members of the Fire Division shall only be paid when service is rendered in accordance with the rules and regulations of the Department of Safety and Service.

137.05 TEMPORARY FIREMEN.
   Additional firemen and officers appointed for temporary service during emergencies, shall receive as compensation the same per diem rate as a Class A fireman.

137.06 THREE PLATOON SYSTEM.
   (a)    The Fire Division shall be divided into three working divisions, commonly known as the three platoon system.

   (b)   Each of the platoons, with the exception of the Fire Chief, shall be on duty twenty- four hours alternately; one platoon shall go on duty at 8:00 a.m. and be relieved by the alternate platoon at 8:00 a. m. twenty-four hours later and shall continue to so alternate as herein provided.
   (c)   In the event of any great conflagration or emergency fire that requires the service of additional men, the Fire Chief may call the platoon shift not then on duty to serve in the extinguishment of such fire.

137.07 WORK WEEK.
   The Director of Safety-Service is authorized to establish a work week of fifty-six hours for members of the Division of Fire.

137.08 DAYS OFF IN LIEU OF HOLIDAYS.
   The members of the Fire Division are hereby authorized to have thirteen days off per year in lieu of the holidays stated hereinafter. The thirteen days off shall be granted to the members of the Fire Division by the Chief, whether or not the members actually performed services on the holidays stated herein. The first ten holidays listed hereinafter may be added to their vacation, or taken at any other time, according to the discretion of the Chief. Days number eleven, twelve and thirteen shall be administered as a personal day, to be taken by the employee at a mutually agreed time between the employee and the Chief, and shall be given off on the employee's work day.
   (a)   Such days off shall be subject to the following stipulations:
      (1)   That an employee must have completed a sixty-day probationary period before becoming eligible for the benefits stated hereunder.
   (b)   The days off for holidays or in lieu of holidays are as follows:
      (1)   The first day of January, known as New Year's Day;
      (2)   The third Monday in February, known as Washington-Lincoln Day;
      (3)   The last Monday in May, known as Decoration Day or memorial Day;
      (4)   The fourth day of July, known as Independence Day;
      (5)   The first Monday of September, known as Labor Day;
      (6)   The second Monday in October, known as Columbus Day;
      (7)   The eleventh day in November, known as Veteran's Day;
      (8)   The fourth Thursday in November, known as Thanksgiving Day;
      (9)   The twenty-fifth day of December, known as Christmas Day;
      (10)   One-half day off for Christmas Eve, and one-half day off on Good Friday;
      (11)   One day for personal business provided that twenty-four hours notice is given by the member and such day off shall be subject to the approval of the Chief.
      (12)   Employee's birthday to be administered in the same manner as the personal day above;
      (13)   Any day appointed and recommended by the Governor of this State, or the President of the United States of America as a holiday, to be administered in the same manner as eleven and twelve above.

137.081 VACATIONS
   All members of the Fire Division shall be granted the following vacation leave with full pay, based upon their length of service as follows:

   (a)   An employee becomes eligible for vacation leave on his employment anniversary date, and vacation leave shall be taken by the employee within twelve months after it is earned.
   (b)   If an employee is terminated, voluntarily or involuntarily, prior to taking his vacation, he shall receive the prorated portion of any fully earned but unused vacation leave at the time of separation. In the case of death of an employee, the unused vacation leave shall be paid to his estate.
   (c)   If a recognized holiday falls within an employee's vacation leave, the employee shall receive an additional paid vacation day in lieu of the holiday either at the beginning or end of his vacation.
   (d)   Members of the Fire Division, in scheduling their vacation period, shall begin scheduling their vacation periods in accordance with the procedures established by the Fire Division.
