The Elyria City Finance Director is hereby authorized to prepare and/or accept blanket certificates (purchase orders) in an amount not to exceed five thousand dollars ($5,000.00) and to prepare and/or accept super blanket certificates (purchase orders) in an amount not to exceed ten thousand dollars ($10,000.00).
