If it shall be necessary, due to temporary absence or illness, to appoint an Acting Clerk of Council, such appointment shall be made by the President of Council.
The President may appoint to such position the Law Director, Auditor or any other Municipal officer or any other person. The person selected as Acting Clerk, whether a Municipal officer or any other person, shall serve without compensation and shall serve for the meeting upon which the Clerk is absent for the purposes of recording the minutes of the Council meeting and attesting to all legislation in the same manner as the Clerk.
