GENERAL DEPARTMENTAL PROVISIONS
GENERAL DEPARTMENTAL PROVISIONS
The work of the offices of City Law Director, City Finance Director, Administrative Legal Counsel, Administrative Finance Counsel and the Department of Safety and Service shall be distributed among such divisions, bureaus and other organizational units as provided in this Charter or as hereafter established by the Administrative Code, which Administrative Code may provide new divisions, bureaus or other organizational units within such offices and department.

Subject to the provisions of this Charter, the Council shall adopt by a majority vote of the members of Council, an ordinance called the "Administrative Code" which shall provide in detail the organization of the municipal government, define the powers and duties of each organizational unit and determine the administrative procedures to be followed. Amendments to and revisions of the Administrative Code may be made by the Council in the same manner as amendments are made to other ordinances. The organization and powers and duties conferred upon each officer, employee, department, division, bureau, board or commission or other governmental unit by the Administrative Code shall not conflict with any provision of this Charter. Where the Administrative Code does not provide for the manner of exercise of a power, such power shall be exercised in the manner provided in Article II, Section 2.02 of this Charter. Any ordinance enacting or amending the Administrative Code shall be exempt from the provision of Sec. 4.04 of this Charter requiring ordinances to contain but one subject.
