Any person, firm, association, or corporation, whether public or private, who shall violate any of the provisions of this code hereby adopted or fail to comply therewith, or who shall build in violation of any detailed statement of specifications or plans submitted and approved thereunder, or any certificate or permit issued thereunder, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished in accordance with section 1-4-1 of this code.
