Whenever any permit or special permit has been issued by either the Chief of Police, the Street Superintendent or the City Council, under or pursuant to the provisions of this Chapter, it is unlawful for any person to violate, or cause or permit to be violated, or to fail or refuse to observe or perform any of the requirements set forth in any of the terms or conditions imposed in the permit or special permit or subject to which the same is authorized or granted.
