9-2-9: TORCHES, SIGNS AND BARRIERS:
No person other than an officer or employee of the City and who is at the time acting in the line of employment as the officer or employee, shall handle, interfere or tamper with, displace, remove, damage or extinguish any torch, light or lantern, whether illuminated or not, or any sign, obstruction or barrier, when the torch, light, lantern, sign, obstruction or barrier is placed in, on, upon, near or about any excavation, embankment, improvement, cut, fill, earth, material or flooded area in any public street, road, alley, easement, way or place within the City.
