No person shall dig in, excavate, tear up, deface or injure any street without an express written permit to do so first had and obtained from either the Superintendent of Streets or the City Council, and it is unlawful for any person to violate or permit or cause to be violated any of the terms or conditions imposed in the permit if and when issued.
