The Street Superintendent shall issue a permit to any person to perform any act referred to in this Chapter when the same is necessary for building or construction purposes or for the improvement of the street, alley, thoroughfare or place; provided, however, that no such permit shall be issued until the person has given the City a good and sufficient bond, to be approved by the Street Superintendent indemnifying the City against any damage that may arise by reason of the performance of any such acts and for any expense incurred by the City in restoring the street, alley, thoroughfare or place to its proper condition.
