§ 113.13  APPEAL TO COUNCIL.
   (A)   Any affected person or party may appeal the decisions of the Mayor involving §§ 113.01 through 113.13 to the Council, and the majority vote of Council shall be needed to overrule the Mayor’s decisions.
   (B)   An appeal from the Mayor’s decision to Council shall be in writing and shall set forth the reason for the appeal.
