§ 72.07 PARKING FOR PERSONS WITH PHYSICAL DISABILITIES.
   (A)   Except as provided in division (C) hereof, no person shall stop, stand, or park a motor vehicle within any such specially-designated and marked parking space provided in accordance with division (F) hereof and A.R.S. §§ 28-881 et seq., unless the motor vehicle is transporting a person who has been issued a valid placard or special number plates bearing the international wheelchair symbol, and either:
      (1)   The motor vehicle displays the distinguishing insignia placard; or
      (2)   The motor vehicle displays number plates bearing the international wheelchair symbol.
   (B)   A person who is chauffeuring a physically disabled person shall be allowed, without a distinguishing insignia placard or number plates bearing the international wheelchair symbol, to park momentarily in any such parking space for the purpose of loading or unloading the disabled person. No complaint or citation shall be issued to the driver for the momentary parking.
   (C)   If a law enforcement officer, or a parking enforcement specialist appointed pursuant to § 72.08 herein, finds a motor vehicle in violation of this section, the officer or parking enforcement specialist shall issue a citation or complaint for a civil traffic violation to the operator or other person in charge of the motor vehicle or, if an operator or person in charge is not present, to the registered owner of the vehicle by leaving the complaint or citation on the vehicle windshield in a prominent location. The registered owner of the vehicle shall be strictly liable and responsible for violations of this section regardless of whether or not the owner was the person who parked or left the vehicle in violation of this section.
   (D)   This section does not apply:
      (1)   To zones where stopping, standing, or parking is prohibited to all vehicles; or
      (2)   If there is an ordinance of the city prohibiting parking during heavy traffic periods such as rush hours or where parking clearly would present a traffic hazard for the general public.
   (E)   Each such parking space for persons with physical disabilities shall be prominently outlined with paint and posted with a permanent sign located not less than three feet nor more than six feet above the grade and of a color and design approved by the Arizona Department of Transportation bearing the internationally accepted wheelchair symbol and the caption “reserved parking”.
   (F)   In this section, the term “persons with physical disabilities” shall have the meaning assigned to it in A.R.S. §§ 28-881 et seq.
