§ 72.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
   (B)   The City Court, upon a finding that a vehicle has been in violation of § 72.07, shall impose on the operator, person in charge, or owner of the vehicle a fine of not less than $250 for a first offense, not less than $500 for a second offense, and not less than $1,000 for a third and all subsequent offenses. All fines shall have added the penalty assessments prescribed by the Arizona Revised Statutes.
   (C)   (1)   Unless otherwise provided, a violation of § 72.11 shall be a civil traffic violation and shall be subject to a civil sanction of not more than $100, plus any applicable surcharges.
      (2)   Violation of § 72.11(B) shall constitute a civil traffic violation and the violator shall be subject to a civil sanction of not more than $250, plus any applicable surcharges. No person shall be charged with a violation of § 72.11(B) unless either:
         (a)   A sign(s) visible from all entrances to the lot or from the parking space prohibits unauthorized parking; or
         (b)   The person parking on the private parking area has been warned orally or in writing to refrain from parking there.
