232.105   EMERGENCY EXPENDITURES BY MANAGER AND DEPARTMENT HEADS.
   (a)   The Borough Manager is hereby authorized to contract for services and/or materials in an amount up to two thousand, five hundred dollars ($2,500) for emergency activities.
   (b)   All emergency expenditures over two thousand, five hundred dollars ($2,500) shall require a telephone solicitation of approval by a majority of Council.
   (c)   Department heads shall be authorized to contract for services and/or materials not to exceed five hundred dollars ($500.00) in the absence of the Borough Manager for emergency activities.
   (d)   An emergency expenditure means an activity which cannot wait until a special or regular meeting of Council.
