232.10   GENERAL EXPENDITURES BY MANAGER AND DEPARTMENT HEADS.
   (a)   The Borough Manager is hereby authorized to contract for services and materials in an amount up to five thousand dollars ($5,000). Any services or materials to be contracted in an amount exceeding five thousand dollars ($5,000) shall be approved by Council.
   (b)   The department heads are hereby authorized to contract for services and/or materials in an amount not to exceed one thousand dollars ($1,000). Any amounts in excess of one thousand dollars ($1,000), but less than five thousand dollars ($5,000), shall require the approval of the Manager. In the absence of the Manager, such expenditures must be approved by the Chairperson of the Committee and the President of Council. All spending over $5,000 must be approved by Council.
