(a) For purposes of the Borough installing a service entrance or changing the location of the service entrance, the Borough shall charge the customer the entire cost of the change, including all materials, equipment and labor. All material shall be paid for with the application for service; equipment and labor shall be amortized over two years with a 3.75 percent monthly interest rate.

(b) Any unpaid balance shall be placed on a customer's next monthly bill if not timely paid and shall be considered non-payment of an account pursuant to Section 1046.33(a)(1), if not paid on the due date when billed.
