(a) Domestic Service.
(1) Availability. Available to all residential domestic customers subject to the established rules and regulations of the Borough. Delivery must be through one meter for each family unit in a residence or apartment.
(2) Type of service. Single-phase, 60 hertz, at available secondary voltages.
(3) Rates. Rates shall be established from time to time by resolution of Council.

(b) Residential Heat Rate Schedule.
(1) Availability.
A. Available for single-family, residential service supplied through one meter where electricity is the single source of heat and where at least 95 percent of the electrical consumption is within the residence.
B. When service is used through the same meter for both residential and commercial purposes, the applicable commercial rate schedule shall apply.
C. This rate schedule is not available to commercial, institutional or industrial customers.
(2) Type of service. Single-phase, 60 hertz, at available secondary voltages.
(3) Rates. Rates shall be established from time to time by resolution of Council.

(c) Small Power Schedule.
(1) Availability.
A. Available for loads up to an average of 10,000 KWH per month, on a continuous year-round basis, for commercial service and public buildings such as hospitals, schools, churches and community halls, for all uses including lighting, heating and power, subject to the established rules and regulations of the Borough.
B. To qualify for this rate, the average monthly use must be less than 10,000 KWH, measured over the most recent twelve months. A customer may not change to or from this rate more than once in any twelve-month period.
(2) Type of service. Single-phase, 60 hertz, at available secondary voltages.
(3) Rates. Rates shall be established from time to time by resolution of Council.

(d) Large Power Schedule C2.
(1) Availability.
A. Available for loads equal to or greater than an average of 10,000 KWH per month, on a continuous, year-round basis for commercial service and public buildings such as hospitals, schools, churches and community halls, for all uses, including lighting, heating and power, subject to the established rules and regulations of the Borough.
B. To qualify for this rate, the average monthly use must be 10,000 KWH or greater, but not in excess of 300 KVA for overhead installations or 225 KVA for underground installations, measured over the most recent twelve months. A customer may not change to or from this rate more than once in any twelve-month period.
(2) Type of service. Single-phase, three-phase, 60 hertz, at available secondary voltages.
(3) Rates. Rates shall be established from time to time by resolution of Council. Net rates per kilovolt-ampere of demand plus kilovolt hour of energy used each month:

(6) Billing demand.
A. The term “demand” is defined as the average rate of electric energy measured in kilovolt-amperes during any fifteen-minute period.
B. The billing demand for the month shall be the highest fifteen- minute demand during the month, except that in no event shall the billing demand be less than 10 KVA nor less than 60 percent of the highest billing demand during the preceding eleven months.
C. Time-of-day metering and billing is available on request for an additional charge of twelve dollars ($12.00) per month for a minimum period of one year. The billing KVA is the number of kilovolt-amperes supplied during the on-peak hours of the current billing period.
D. On-peak hours for billing purposes are 8:00 a.m. to 9:00 p.m., Mondays through Fridays, except New Year's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
(e) Industrial Schedule Primary Service.
(1) Availability. Available for general industrial and commercial power service furnished through one meter for each installation to any customer with a metered demand for 50 KVA or greater, subject to the established rates and regulations of the Borough. The minimum time period for service under this rate is one year.
(2) Type of service.
A. Three-phase, four-wire, 4,160 volt alternating current as may be available in the vicinity of premises to be serviced, and as determined by the Borough.
B. All transforming, controlling, regulating and protective equipment shall be owned, operated and maintained by the customer, except as determined by and provided for under separate contract with the Borough.
C. The Borough reserves the right to install the metering equipment on either the primary or secondary side of the transformer. When installed on the secondary side, five percent shall be added to the measured energy quantities to correct the transformer losses.
(3) Rates. Rates shall be established from time to time by resolution of Council. Net rates per kilovolt ampere of demand plus kilovolt hour of energy used each month:

(f) Purchase Power Adjustment (PPA). A purchased power adjustment clause shall be applied to each kilowatt hour (KWH) supplied under all rate schedules. This adjustment clause determined to the nearest 0.01 mil in accordance with the formula set forth below shall be applied to all kilowatt hours supplied during the billing period.

C = The current cost per kilowatt hour of energy purchased from the Borough's suppliers determined by dividing the total cost of power by the kilowatt hours purchased during the first preceding calendar month prior to the billing date.
B = Base purchased power cost of 62.35 mills ($0.06235) per kilowatt hour, currently.
D = Total kilowatt hours purchased by the Borough from all power suppliers for the 12 preceding calendar months.
E = Total kilowatt hours sold by the Borough for the 12 preceding calendar months.
F = Capital improvement adjustment factor of 1.0 mills ($0.001) per kilowatt hour.
If the quantity (C-B) is negative, the adjustment clause shall be in accordance with the formula set forth below:

(g) Council shall annually review the factor “B” - Base Purchased Power cost mills per KWH and make the recommended change by resolution, when required.
